this is pretty common in the US. We are home to millions of immigrants and they are eager to learn English. Its called ESL or English as a Second Language. A native speaker volunteers to teach english to non-native speakers. As they are anxious to learn and absorb the language the job of the volunteer is pretty easy, he or she just stands up, holds up a card that says APPLE, and all the non-native speakers repeat the word, whether they are from Poland, Mexico or Japan. Hearing a native speaker say the words helps the foreign speaker pick up on the language quickly and he/she can help explain the difference for commly spelled words such as Lead (the metal) and Lead (to guide a person)

But I think the article was posted to point out the mistake in the headline. It took me a while to see it.

As we lose our common language to the immigrant hordes, this type of headline will become more common. We will need people to change our road signage soon, since we are passing them for drivers licenses without the ability to read "Engish". If you speak "English" only, it may be time to move.
