I'd say they're yawning. I had pet rats for years, and would frequently see them do this.
I was never bitten by one, but when they bit into food that I was holding they'd only open their mouths enough to get the food in; they wouldn't gape like that to bite.
Rats are really marvelous pets, and I can't recommend them highly enough.
