this is an easy one--looks like a machine for spraying crops--we have smaller versions here in Oklahoma for cotton and other crops...and they usually take up the whole road...
What to call it< I don't know, but it's used in corn fields for spraying. Moving down the rows without harming the crop. As I have seen in US, Minnesota.
Best guess would be an agricultural crop spayer. The high stance, narrow agricultural tires and AWD drive system allow it to operate in standing crops with minimal impact. In"transit" mode the spray booms fold in along the vehicle.Example:http://www.applylikeapro.com/brands/SpraCoupe/?utm_source=google&utm_medium=cpc&utm_content=SpraCoupe_Sprayers&utm_campaign=SpraCoupe
The appx 45kph shown would equate to appx 28 mph which would probably be about"flat out" for most farm equipment on a good straight highway. In US the bright orange triangle sign can ONLY be used on Ag equipment operating at 30mph or less.Closing rate for overtaking is VERY high, hence many rear end accidents caused by inattentive auto/truck drivers. :(

I think it's a farming vehicle, tall enough to clear some sort of culture or another (e.g. vines).
That's a machine to spray pesticide over the crops, it needs to be high so it can reach trees.
But, this video is a lot more insane: http://youtu.be/gbzfzwi2HtE

It's a spray rig, used for spraying herbicides or pesticides on farm crops. It's height allows it to straddle taller crops, such as corn/maize.

Vehicle it is overtaking appears to be a combine harvester, also in travel mode, towing it's crop"header" behind it. :)
Crop sprayer.
John Deere 4930 Row Crop Sprayer
Or one of its siblings.
It is a row seeding/spraying/reaping tractor for large crops. I've seen them used for cotton, but I did not know they could move that fast.
Hey Gerard! I think it is a crop sprayer. Don't ask me how I know.
