Why Do Some People Wear Surgical Masks In Asian Countries?

In parts of China, Korea and Japan it is very common to see people wearing surgical masks. Are they simply hypochondriacs or do they have good reason to wear masks? A better question might be, do the masks actually work?

Many viruses are airborne.
In polite societies people try not to infect others with their colds and flu.
They do this by wearing a mask that stops them spraying strangers with viruses when they cough or sneeze.
