Not so surprising. Birds sit on swaying branches too.
That bird is physically sick (or maybe mentally, hehe)! When it rains, birds generally find dry shelter and this bird was wet. It also is not normal for a bird to sit so close to humans against a windshield. Sorry to ruin the fun!
