Here in New York City, the cops like to 'hug' bicyclists as well... If by 'hug' you mean tackle them to the ground for no reason whatsover, rough them up and charge them with resisting arrest.
They only have large helmets- these would not fit the women. Plus I bet statistics shows the male cyclists are more likely to be injured so they are the ones most in need of a helmet.

my question is why do they only stop men? They watched two women bike by with no helmets and just watched them ride away...odd!
