Mini glow sticks are built into the plastic finger nails. Bend the nail gently, attach the included two sided tape to both your own finger nail and the plastic one and watch the reaction.

I'm sure this is marketed for Halloween. Great idea, compared to the "glowing" fingernail polish we got last year for my daughter. That stuff had to be exposed to light before it would glow-in-the-dark, and never worked well.
Very cool product, I bought some recently for a stage costume.
