Michael, I think these performances are some kind of therapy. The Cebu Rehabilitation Center has done more of it as you can see when you go to YouTube and type 'cpdrc' in the search box.
They have also done the Algorithm March, Radio Gaga, YMCA, Sister Act and many others.

The thought of 1500 inmates participating and working together is not comforting.
These guys obviously have waaaay too much time on their hands.
