I vote for "Nine and Five ain't thirteen." Where did you find that? My theory is it's on a cereal or junk food container where the company is playing the "See? See? We care about your kid" game.
I'm quite certain it's intentional. It's an old old joke/trick--get them to focus on the grammar and they miss the math mistake, getting the answer wrong either way. Go ahead and Google "nine and five is thirteen"...
